The Finnish government is looking to pass a bill which makes broadband access a legal right for all its citizens.
The move comes after non-EU member Switzerland pledged that its people would each get access to at least 600Kb/s downstream speeds.
Finland, home to telecoms giant Nokia, wants to offer citizens at least 1Mb/s broadband before July 2010.
However, the Finnish plans to expand this ‘minimum right’ far further. It wants every household to have access to 100Mb/s broadband by 2015.
The UK is also implementing a ‘broadband for everyone policy’, as outlined in the Digital Britain report, but this will be bundled with a 50p “phone tax” on landline restrictions.
